Pump House
The Council received a section 146 notice in October 2000 and has resolved to defend it if the Faringdon Collection Trust pursues this. This would allow a Court to decide whether the Collections Trust could terminate the lease and carry out repairs that they believe are required and send the bill to Faringdon Town Council.
Faringdon Town Council don't want this to happen and so would contest any action.- presumably because they believe this would incur greater costs and result in no facility for use by the town.
FTC requested a meeting with Faringdon Collections Trust in March, but has not heard anything.
Cllr Moorhouse said that FTC was in this position through no fault of their own - the Community Trust Management Committee had allowed the building to get into this state through bad management and fraud and had eventually gone bankrupt.

A full business plan will be available to the public by 3rd September in readiness for a public meeting on 10th September.
Cllr Moorhouse did indicate that while public views would be sought, this was not consultation and the FTC would carry out their plans to reopen the Pump House, as they were the elected members and represented the people of Faringdon.
Cllr Alan Hickmore indicated the existing draft needed to be extended to include figures for 5 years.
Cllr Mike Ilott felt that income estimates were over estimated and expenditure under estimated and that overall the cost to the town was severely underestimated.

Cllr Moorhouse said that they could not enter the building legally because of the asbestos problem. However £4k has been spent on roof repairs and it is his belief that the building does not let water in through the roof.
He said that leaking pipes were repaired a while ago, but maybe the wetness has not fully dried out.
It is estimated that £10k will be needed to deal with the asbestos problem,( and though the situation with the tenant was not mentioned, it is believed that the asbestos cannot be dealt with until the tenant vacates the building.)

Judith Heathcoat(Oxford County Councillor) reported on the situation re detrunking of the A420. See www.faringdon.org\nvtalkingpoints.htm for this info.

Judith Heathcoat said that the upper part of the Folly path is the responsibility of the Folly Trust. (per Folly Trust this is not the case).
While she deplored the state of the town, she indicated that this was not a County problem - it was all our faults.(Comment: Can't quite see how we grow weeds, produce pigeon faeces or are responsible for spillages /mess from commercial vehicles - but I think she meant the litter)

Alison Thompson (VWHDC Councillor) reported that the Vale had spent £180k on Faringdon in the last 18months - but she didn't say what on.
And repeated what a Libdem councillor had said 'Faringdon can't now complain they're being neglected -(indicating they could have 18months ago)'
AT was asked directly by Cllr Alan Hickmore what she was going to do to encourage VWHDC to clean up the town. She said she'd already mentioned it and would ring again.

Alison Thompson reported that there is still an issue about ownership of a small ditch across the access way to Faringdon Country Park - this is causing the delay. There was some discussion about taking out indemnity insurance in order to proceed - but I'm not really clear about this.

Community Bus Project.
A meeting has been arranged for 22/7/02 to deal with issues arising from a recent report from the Community Bus group

Public Speaking time.
A resident put forward concernds about the state of the town- its dirty state, weeds and the litter. Concerns were expressed for the businesses in the town, the impact on tourism as well as local people. A campaign was suggested.

Another resident expressed concerns about the excavation necessary for the housing development in Fernham Road, and the potential health risks to local residents, school children and the nursing home nearby.

Another resident asked what steps have been taken to address the filth on the Stanford Road and Folly path (the petition was signed by 250 residents).
Oxford Mail, BBC Radio Oxford and Central TV News have asked for a report back with details of any progress made
Anyone who has attended these meetings before will know that the Council is under no obligation to respond to members of the public at the meeting. They didn't.

Faringdon United Church Extension project
Cllr Dee England volunteered to join this project on behalf on FTC. The poster provided indicates that 'it will be an extended and improved community facility and church for Faringdon'

Alan Hickmore volunteered to attend the meeting on 15th July 2002

Skate park
Minutes of an Extraordinary Recreation and Open spaces meeting 12th June includes: ……members were asked to agree in principle a site evaluation and the provision of a mobile skatepark for one day at a cost of £1500 and a site evaluation at a further cost of £1000. This was agreed.
